Cowater is currently
recruiting for long-term field-based Team Leaders for water and sanitation
projects in Africa, Latin America and Asia. Initial contracts
would typically be for one to two years. Although the terms of
reference for each project are unique, each will run for 4-7 years and will
involve rural water supply and sanitation systems implementation. Some projects
will include an urban component. These positions are not restricted to
Canadian citizens.

Overall management of
the project to achieve intended results;

Reporting to the
client on contractual, financial and operational matters related to the
project;

Providing support to
and supervision of project personnel and sub-contractors;
·
Ensuring coordination
with partner organizations;
·
Managing the
relationships with other stakeholders;

reports.
Qualifications:
·
At least 10 years
experience in water supply and sanitation projects for developing countries;
·
Significant experience
in project management and project implementation;
·
Demonstrated ability
to manage teams of individuals with diverse areas of specialization and
cultural backgrounds;
·
A relevant university
degree;
·
Long term experience
as a Team Leader (or equivalent position such as Field Project Manager) in a
developing country, including at least five years experience that is spread out
over no more than three different projects;
·
Superior writing
skills; and
·
Experience managing
medium to large projects and administering budgets (minimum USD 1 million).
Additional desirable assets:

Objective:
The upcoming proposed
contract is to provide USAID/Tanzania with technical and advisory services for
evaluation activities at the Mission (operating unit) level, including all
democracy and governance, health, education, and economic growth program
activities. This may include designing and implementing both quantitative and
qualitative evaluation studies and assessments as well as providing evaluation
technical assistance for USAID/Tanzania development programs. These efforts
will facilitate informed program management decisions, shape the longer-term

Responsibilities
and Tasks:
SI is looking for
short-term Technical Evaluators and principal investigators in the following
areas.

Governing Justly & Democratically –Local Governance Rule of Law, Election
Participation, and Civil Society Organizations Strengthening projects
·
Investing in People – Health (including HIV/AIDS, Family Planning, Maternal
and Child Health and Malaria) and Basic Education (including girls’ education,
literacy and youth)

Economic Growth – Infrastructure (especially agriculture, energy and
roads), Agriculture (irrigation, value chain, horticulture), Environment,

Monitoring and Evaluation - Performance Monitoring Plan

These experts will be
required to assist and manage field monitoring, evaluation design, empirical

Qualifications:

Advanced degree in
relevant field required;
·
Minimum five years of
monitoring and evaluation experience in international development;
·
Experience in impact
and performance evaluations, including but not limited to, components of
evaluations, assessments, qualitative research, surveys and data collection,
cost analysis and effectiveness, feasibility studies, assistance with
monitoring plans and indicators, technical training, knowledge dissemination
and public outreach and performance management;
·
Experience working
with a variety of stakeholders, including USAID and USG representatives,

Previous experience on
USAID or other donor-funded evaluations and familiarity with USAID regulations
·
At least seven (7)

*Review Payment requests and process cheques to suppliers and various partners and post them in the General Ledger accounting system Monitor bank balances and prepare cash projections for weekly cash transfers
*Disbursement of petty cash fund as per approved petty cash request
*Jointly responsible for safe which is the custody for cheque books, Signed cheques not collected and other sensitive items Prepare bank reconciliation and monthly financial reports
*Manage general ledger accounting system
*Prepare monthly financial statements incl. Bank reconciliation, staff and community advances and reconcile these statements and records with General Ledger
*Monitor the advances register and Partner advances
*Prepare and coordinate audit activities at the PU and ensure the availability of any audit document needed. Ensure adherence to financial controls, processes and procedures.

Purpose:
To carry out logistic duties and purchasing of office supplies, materials and contracting for services in the Program Unit. S/he will be responsible for timely procurement of goods and services while adhering to Plan's procedure, ensure availability of vehicles and optimal usage of office vehicles at the PU. Further s/he will ensure timely provision of the insurance, recorded and approved vehicle movement reports, responsible for fixed asset register and office building maintenance. Also timely update of purchase tracking system at the Program Unit and manage staff directly reporting to the role such as Office attendant and drivers.

*Ability to work in a multidisciplinary and multicultural environment
*Proficient in computer skills and use of relevant software and other applications, e.g. word processing, spreadsheet, database, internet etc
