The Energy and Water Utilities
Regulatory Authority (EWURA) is an independent, world class regulatory
authority responsible for licensing, tariff regulation and quality of
service regulation of the electricity, water, petroleum and natural gas sectors.
EWURA has the following vacancies for which suitably qualified

1. ELECTRICITY DIVISION
Post Title: Commercial Manager - Electricity – One
Post
Duty Station: EWURA Head Office – Dar es Salaam
Reports to: Director of Electricity
Commercial Manager – Electricity will be responsible for carrying out
the coordination of all Electricity sector performance and business
practice monitoring functions.
Main Duties and Responsibilities:
a) To take responsibility and advise
the Director of Electricity for all commercial matters in the Electricity
Supply Industry (ESI).
b) To supervise implementation of
provisions of the Electricity Act in order to ensure commercial aspects of
electricity sector are in conformity with provision of the Act and good
industry practices.
c) To provide support to the
Director of Electricity in ensuring optimal provision of economic inputs
to regulating and controlling the Electricity supply services.
d) To monitor market’s demand-supply
dynamics of electricity and keep track of prices of electricity in
national and international markets on regular basis.Page 2 of 5
e) Review of Power Purchase and
Power Sales agreements and provide areas of concerns and suggest revisions
as deemed necessary.
f) Ensure existence of appropriate
codes for the electricity sales market.
g) To provide necessary commercial
information to the Technical Manager in reviewing, issuing, renewing and
revoking licenses for electricity generation, transmission, distribution,
supply, systems operations, cross border trade, physical and financial trade in
electricity.
h) To review or develop effective
business models for improving quality of service delivery in the
electricity supply industry.
i) To supervise monitoring of the
licensees’ performance and compliance with the legislative and other
regulatory requirements.
j) To supervise implementation of
the Renewable Energy policies including Small Power programme.
k) To coordinate and prepare Annual
Division report and Annual Sector report.
l) To effectively administer all
resources allocated to the Department, including offering technical and
operational guidance to staff members in the Department.
m) To undertake any other duties as
assigned by the Director General and/or Board of Directors.
Academic Qualifications and
Experience
The ideal candidate for this
position should have the following qualifications and experience:
a) Bachelor degree in Electrical
Engineering or Economics.
b) Post graduate qualifications in
the fields mentioned above or others such
as Business Administration will be
an added advantage.
c) Knowledge and Competence in
Information and Communications Technology (ICT) application.
d) Not less than eight (6) years
work experience in relevant fields out of which three (3) years should be
in senior position.
2. DIRECTORATE OF REGULATORY ECONOMICS
Post Title: Manager Financial
Analysis and Modeling
Duty Station: EWURA Head Office – Dar es Salaam
Reports to: Director of Regulatory Economics
The Manager, Financial Analysis and
Modeling will be responsible for carrying out financial analysis and
evaluating the viability and financial sustainability of regulated sectors
under the direction of the Director of Regulatory Economics.
Main Duties and Responsibilities:
a) Providing support in monitoring
of financial performance and investment trends in the regulated sectors.
b) Providing support to developing
and implementing financial models to cater for specific agendas.
c) Participating in tariff/prices
setting and/or review and enforce conditions to operators in the Regulated
Sectors in order to institute financial discipline and efficiency.
d) Evaluating the viability and
sustainability of projects submitted by regulated suppliers and conducting
special financial studies.
e) Examining financial reports
submitted by regulated utilities to confirm their financial health and to
identify trends as well as compliance with financial policies, practices,
and procedures.
f) Developing metrics/benchmarking
that compares regulated utilities’ performance over time in areas such as
productivity, indirect costs, return, and growth, utility staffing,
funding from development partners, etc.
g) To effectively supervise and guide
staff member(s) reporting to the job position.
h) To undertake any other duties as
assigned by the Director of Regulatory Economics.
Academic Qualifications and
Experience
The ideal candidate should have the
following qualifications and experience
a) Bachelor Degree in Finance,
Accountancy, Economics or Statistics from a recognized university;
b) Masters Degree or Postgraduate
Diploma in Finance, Economics or Business Administration will be an added
advantage;
c) Certified Public Accountant, CPA
(T) or ACCA and must be registered with the National Board of Accountants
and Auditors (NBAA) in the category of either Associate Certified Public
Accountants (ACPAs) or Associate Certified Public Accountant in Public
Practice (ACPA-PPs);
d) Knowledge and Competence in
Information and Communications Technology (ICT) applications; and
e) Not less than six (6) years work
experience in the relevant field. Out of which three (3) years should be
in senior position in any of the regulated sectors.
