The American Bar
Association Rule of Law Initiative (ABA ROLI) is a non-profit program that
implements legal reform programs in roughly 60 countries around the world. ABA
ROLI has nearly 700 professional staff working abroad and in its Washington,
D.C. office. ABA ROLI’s host country partners include judges, lawyers, bar
associations, law schools, court administrators, legislatures, ministries of
justice and a wide array of civil society organizations, including human rights
groups. Job Summary: ABA ROLI will soon be supporting the launch of a regional
judicial training initiative initially focused on four Central African
countries: Burundi, Republic of Congo, Democratic Republic of Congo, and
Rwanda. During the initiative’s first phase, ABA ROLI will organize training
and professional development opportunities for magistrates and court support
personnel in the region, and will also implement constituency-building
activities designed to engage key stakeholders in defining the scope, strategic
direction and governance structure of a regional judicial training initiative.
ABA ROLI is seeking a dynamic, strategic individual to lead this program in the
field. This position is based in Bujumbura, Burundi and will require frequent
travel to participating countries. Duties and Responsibilities: Facilitate
meetings among key stakeholders, including national governments, civil society
organizations, and international donors, to nurture local ownership of this
program; Oversee the organization of high-quality and high-visibility training
and professional development opportunities for justice sector personnel on rule
of law issues with regional relevance; Guide the development of a comprehensive
strategy for the long-term sustainability of the regional judicial training
initiative; Direct and supervise activities of coordinators in the four
participating countries; Develop partnerships with national stakeholders and
donors in order to secure the funds necessary for a regional judicial training
initiative to be sustained long term; Monitor compliance with grant award
requirements and ABA policies and procedures.

A JD or foreign equivalent (LLB, LLM) is required.
Experience and Skills:
7-10 years of relevant international experience in judicial training and/or other relevant justice sector reform programming required;
Professional oral and written fluency in both French and English required;
Proven track record of managing complex technical assistance programs, including all aspects of financial and personnel management required;
Experience working with and developing high-level relationships with national ministries, justice sector personnel and diplomats required;
Experience fostering a participatory approach to development that encourages the involvement of national constituencies and builds local ownership of program goals and activities required;

- Experience in establishing genetic transformation of recalcitrant crops.
- Experience on roots and tuber crops would be an asset.

Learning and Organizational Development Specialist
Habitat for Humanity
International (HFHI) is seeking a Learning and Organizational Development
Specialist to support our Europe, Middle East, & Africa (EMEA) area.
Regionally in EMEA, Habitat works in over 30 countries. At Habitat, we value

The Learning and
Organizational Development Specialist provides leadership, training and
facilitation to staff throughout the region, focusing predominantly on Africa,
with the aim of supporting Habitat’s overall strategic plan as well as global
and regional priorities. The successful candidate will have a broad-based
understanding of business fundamentals and can expect to travel up to 30%
throughout the EMEA region, working with various staff including national
directors and boards of directors, coordinating across departmental and
functional lines. The position itself will be based out of our office in
Pretoria, South Africa.
RESPONSIBILITIES:
Organizational
Development
*Analyze and identify
potential for improvements to organizational effectiveness, synergy and
alignment, resulting in greater efficiencies and a higher quality of service to
internal and external stakeholders. *Help evaluate the alignment of
organizational structures with strategic priorities. *Support national
organizations with the development of country learning and organizational
development plans. *Work collaboratively to analyze and review appropriate
staffing for achievement of strategic priorities. *Review effectiveness and
efficiency of national organization systems for supporting strategy
achievement. *Design and ensure the delivery of a comprehensive and tailored
orientation program for new staff.
Leadership Development
*Conduct assessment
and analysis of key leadership requirements and development needs at national
and area levels, including unique requirements for specific functional,
operational and programming areas. *Design a leadership development framework
and delivery plan for area and national senior leaders and their direct
reports. *Help define an organizational talent management framework and
components to ensure the effective nurture and retention of critical
organizational skills, expertise and leaders. *Identify and develop appropriate
resources for leadership development programs and activities (internal and
external resources). *Support EMEA directors and national organization
directors in succession planning. *Oversee the implementation of leadership
development across the region (for example, training courses, coaching and
mentoring programs, etc.). *Monitor and continuously evaluate and strengthen
the leadership development program.
Change Management
*Build the capacity of
leaders in the region in using various methodologies of change leadership and
management. *Facilitate programs that strengthen trust, alignment and collective
ownership of change. *Provide tools for effective change leadership and
management. *Act as an advisor to technical and systems trainers to promote the
full realization of outcomes and benefits from implementation of the
skills-transfer rather than mere installation of systems and tools.
Other
*Actively represent
the area office in relevant global networks and working groups. *Communicate,
affirm and apply the foundational values and principles of HFHI in decisions,
recommendations and actions while carrying out work assignments. *Carry out
additional responsibilities and projects as assigned, including administrative
and planning functions.
REQUIREMENTS:
*Bachelor’s degree in
organizational development, leadership development, business management or
similar field. *3-5 years of directly related experience in organizational
development and training, including coaching experience with individual leaders
and leadership teams. *Experience advising or consulting using professional
organizational development expertise. *Well-developed understanding of adult
learning methodologies, both for groups and individuals. *Experience designing,
delivering, integrating and evaluating learning and organizational development
initiatives; must have working knowledge of various learning technologies,
including designing and distributing resources. *Excellent interpersonal and
communication (written and oral) skills, including experience working with
people from diverse backgrounds and cultures. *Experience designing and
managing projects. *Experience with leadership development and staff retention,
including knowledge of leadership requirements and characteristics as well as
management and decision-making principles and techniques. *Computer skills:
Must possess strong computer skills, including use of Microsoft Office Suite,
Intranet and Internet, SharePoint, and various software applications and
databases.
PREFERRED:
*Master’s degree in
related field. *Experience with Habitat for Humanity International. *Experience
with and understanding of the humanitarian industry, including how INGOs
operate in the global, regional and local context. *Previous work experience in
the EMEA region, especially Africa. *Language skills in French or Portuguese
preferred.

régulièrement les bureaux de pays dans la région et travaille en lien étroit

1. Direction de l'œuvre du JRS à niveau régional
·
Contribuer à
protéger la vision, l'identité et l'unité du JRS dans la région
·
Planifier et analyser
la situation financière de la région de façon à assurer la continuation des
projets en coopération avec les autres membres-clés du personnel régional
·
Assister le directeur
du JRS Grands Lacs à identifier et signer de nouveaux accords avec les évêques,
gouvernements et autres agences ou organisations donatrices du lieu
·
Participer à
l'évaluation des projets
·
Définir les
politiques financières régionales en consultation avec le directeur
régional et le Bureau international et assurer leur correcte adhérence aux
politiques financières du JRS
·
Assurer que les
équipes de pays et de projets du JRS mettent en œuvre et maintiennent l'emploi
des modèles de la finance internationale du JRS, les politiques et les
instruments de rapport (Front End)
2. Finance et
budget
·
Assumer la
responsabilité de la gestion financière de la région en coopération et
consultation avec le directeur du JRS Grands Lacs
·
Aider à la préparation
et au suivi du budget régional, en coopération avec le bureau des programmes
régional
·
Administrer les
finances régionales et garantir que les bureaux de pays et des projets aient
les fonds nécessaires dans leurs comptes pour pouvoir fonctionner.
·
Superviser la
documentation et l'enregistrement de toutes les transactions de recettes
et dépenses pour chaque projet, et vérifier et maintenir correctement les
procédures, telles que paiements et transactions financières quotidiennes
·
Assurer la mise à jour
correcte du système financier du JRS (AccPac)
·
Vérifier mensuellement
le registre des salaires pour le personnel, en coordination avec le directeur
régional et les ressources humaines régionales
·
Assurer que le
comptant, l'équivalent du comptant et les enregistrements financiers
soient protégés et adéquatement utilisés dans le bureau régional

Assurer la
réconciliation régulière des comptes du bureau régional

Produire, et
distribuer mensuellement aux directeurs de projets, les relevés de recettes et

Produire et envoyer

3. Gestion du personnel
·
Assister et conseiller
le directeur régional et le responsable régional des ressources humaines pour
recruter du personnel JRS (national et international) pour le département
finance/administration
·
Assurer que toutes les
procédures relatives au personnel soient suivies à la fois en termes de gestion
efficace du personnel et conformément à la législation locale du travail (par
exemple en ce qui concerne les visas de travail, caisse de prévoyance,
allocations, avantages sociaux, etc.) en coopération avec d'autres membres du
personnel régional

Assurer que tous les
membres de l'équipe du domaine financier reçoivent la formation nécessaire sur
les politiques et instruments financiers du JRS de façon à pouvoir travailler
en accord avec les règlements administratifs organisationnels

Communications
·
Fournir régulièrement
au Bureau International des communications et des rapports sur la situation du
plan financier, les rapports aux donateurs financiers, les relevés financiers
intérieurs, etc.

Collaborer avec
d'autres personnes dans les bureaux financiers de la région et avec le
coordinateur financier du JRS au Bureau International pour le développement et
la mise à jour d'instruments financiers, lignes directrices et politiques
·
Communiquer
régulièrement avec les bureaux de pays sur des matières telles que les
situations financières, les fonds reçus et le cash flow.
·
Envoyer des rapports
sur les projets de la région au JRS International
5.
Représentation du JRS
·
Assister le directeur
du JRS Grands Lacs à établir et à maintenir des contacts avec la/les
province(s) jésuite(s) locale(s), la Conférence jésuite régionale, l'Eglise
diocésaine, le gouvernement, les principales ONG et, en particulier, l'UNHCR.
·
Assister le directeur
du JRS Grands Lacs à entamer des négociations avec l'Eglise, le gouvernement,
et l'UNHCR, selon les nécessités.
·
Qualification universitaire
dans un domaine tel que commerce, administration commerciale, diplôme de
comptabilité (CPA, ACCA, ou équivalent), etc.
·
Au moins deux ans
d'expérience de travail pratique avec des programmes financés par des
donateurs, en particulier avec des ONG dans un situation similaire
·
Expérience en gestion
de personnes/d'équipes
·
Grandes intégrité et
honnêteté
·
Fortes compétences en
analyse, stratégie, jugement et planification
·
Solides compétences
/expérience en suivi et évaluation

Expérience et
engagement prouvés en matière de travail avec des communautés marginalisées

Capacité à travailler

Excellente
connaissance de la langue française orale et écrite. La connaissance de
l'anglais de travail est un avantage

Contrat initial d'un
an renouvelable avec période d'essai de quatre mois.
·
La politique de
rémunération du JRS est conforme à la philosophie du JRS pour offrir des
services efficaces et professionnels et en même temps exprimer de la solidarité
aux personnes servies. L'échelle salariale est calculée à l'aide d'un
coefficient d'ajustement de poste et tient compte des années d'expérience
pertinente ainsi que du niveau de responsabilité de la fonction. Les détails
