Henry Jackson Foundation Medical Research International (HJFMRI)
Locally known as the Walter Reed
Southern Highlands AIDS Program, the Henry Jackson Foundation Medical Research
International (HJFMRI) is an international non-governmental organization
working in several countries conducting research studies and providing care and
treatment to people affected by HIV/AIDS. HJFMRI is funded by the
Presidents Emergency Plan for AIDS Relief PEPFAR.
In collaboration with the Ministry
of Health and Welfare (MOHSW), HJFMRI has been leading a comprehensive HIV/AIDS
care and treatment program in the Southern Highlands of Tanzania since 2004
with support from the President’s Emergency Plans for AIDS Relief
(PEPFAR). The program is based in Mbeya and has since extended to more
than 100 health facilities in Mbeya, Rukwa and Ruvuma regions, which
collectively represent a catchment area of about 6 million people.
Mbeya region is one of high
prevalence regions in Tanzania and expansion of HIV care and treatment programs
is critical.
Walter Reed Program is seeking

Officer – 10 positions

Coordinator
Role definition:
Under the supervision of Mbeya
Regional Clinical Coordinator, the District Program Officer will guide and
monitor the implementation of PMTCT Option B plus in alignment with the current
Tanzania MoH guidelines in selected districts in the Mbeya region of Tanzania.
As Option B plus activities become more established over the coming 6-12
months, the Program Officer will take on additional responsibilities within the
district such as M&E for care and treatment programs and supportive
supervision.
Duties and responsibilities:
• Work closely with Districts’ PMTCT
focal person to coordinate PMTCT-Option B plus activities in the district. This
includes effective participation into Option B plus district coordination
committee while providing linkage to WRP/HJFMRI team in Mbeya
• Provide technical support in
monitoring the timely forecasting and ordering process for ART/Option B plus
commodities by the health facilities and district councils as well as
distribution and usage of these items in the respective facilities.
• Collaborate effectively with
facilities, districts management, MSD and Supply & Logistics Chain
Management System to ensure constant availability of commodities in facilities
providing Option B plus services.
• Build the capacity of health
workers and facilities by performing supportive supervision at PMTCT-Option B
plus facilities in line project objectives & MOH guidelines and in
cooperation with CMHT and RHMT.
• Help prepare and monitor
implementation of district quarterly and annual ART/Option B plus/EID work
plans in the health facilities.
• Effectively work with CHMTs and
Facility Leads to agree on target distribution, and ensure regular review and
use of data generated from service delivery. She/H will also ensure the data
reported per each facility is reviewed and used within respective facility.
• Work with M&E team to ensure
M&E tools and available in facilities and are properly used for data
recording and reporting.
• Collaborate with facility and
community HBC focal persons to strengthen linkages of clients into care and
treatment, PMTCT and EID.
• Maintain collaborations with key
stakeholders in the district councils and foster a coordinated and harmonized
PMTCT interventions in the region in line with the Option B plus roll out plan
and MoH guidelines.
• Review, monitor and measure the
implementation of PMTCT services against targets and submit periodic reports to
key stakeholders in line with WRP/HJFMRI PMTCT program objectives.
• As B-Plus services become
established, expand scope of work to include supportive supervision and
technical support to district Care and Treatment Clinics and other WRP/HJFMRI
supportive facilities as well.

Qualifications
• Advanced Diploma in Nursing or
Advanced Diploma in Clinical Medicine from a recognized institution and must be
registered with the relevant professional body in Tanzania OR Diploma in
Nursing/Clinical Medicine with over 3 years’ experience providing HIV/AIDS
clinical care in Tanzania
• Previous experience working in
HIV/AIDS care and treatment programs
• At least one year of related
experience in PMTCT/ EID Programs, preferably with USG / PEPFAR implementing
partners
• Fluency in English and Kiswahili
• Basic Competency with Computer
Applications [Word, Excel, PowerPoint]
• Willingness to regularly spend at
least 75% time working and traveling in rural areas of Mbeya Region
